Dan Brown 769c198f41 View blocks: Updated dev doc, fixed duplicate unused scenario 
Fixed issue where the 'unused' location could be duplicated if a block
is in 'unused' by default, resulting in disappearing block section
options when attempting to configure in the UI.

- Removed extra non-needed docs in repo
- Tweaked some wording.
- Added extra test scenarios.

- Added auto-quote-handling for unsafe-inline CSS rule.

Dan Brown 3d9d5fef51 Theme Modules: Updated install command to handle nested folder 
Theme module ZIPs will now support their files being in a single nested
directory within a ZIP, to support common ZIP structure approaches.
Added test to cover.

Dan Brown 227c5e155b Dev Docker: Fixed missing gd jpeg handling, forced migrations 
Migrations run without force could fail startup in certain environment
conditions (when testing production env).
Also updated paths permission handling to update more needed locations.

- Migrated translation service to TS, stripping a lot of now unused code
  along the way.
- Added test to cover translation service.
- Fixed some comment count issues, where it was not showing correct
  value. or updating, on comment create or delete.
