Derek Bruening 38aea725fe i#8173: Support local path in record_file_reader (#8175 )

Replaces an assert on a slash existing in any path with handling a local
path in record_file_reader.

Tested:

Before the fix:
```
$ bin64/drrun -t drmemtrace -tool record_filter -filter_modify_marker_value 12,6 \
  -outdir tmp -infile mock_templates_arch.x86_64
drmemtrace_launcher: clients/drcachesim/reader/record_file_reader.h:287: \

```

After the fix:
