Derek Bruening 797dc29a00 Issue 312: compilation errors with VS2005 SP0 ...

This gets DR to build (default config: no tests, which require SP1 for
__nop) on dr-xp64 in cygwin:
* addressed secure-crt issues in tools/run_in_bg.c and ext/ source files
* added support for WDK 7600.16385.1 which does not have w2k ntdll.lib
* added cygintl-2.dll and source + license README into make/ to enable
  use of make 3.80 on newer cygwin installations; updated
  HowToBuild.wiki

Also updated Issue 310's runsuite_ssh.cmake to use a new, better approach
to the pdb avoidance: substitute our own Plaform/Windows-cl.cmake.
