Bin Wang e9884061d0 i#1947: Add support for Intel CET instructions (#7916 )

- Add decoding/encoding support for Intel CET instructions.
- Ignore endbr64/endbr32/rdssp in drcpusim, as they decode as nop on
older CPUs.
- Removed an outdated comment about how gdb handles lfence.
- Use ext # directly for existing group 18/19 since they don't match
Intel SDM.

The encodings and some contents of this test suite were obtained from the version 2.32
tarball downloaded from https://www.gnu.org/software/binutils/.

Specifically some contents of the .asm files in this suite were copied and re-formatted
based on tests derived from binutils-2.32/gas/testsuite/gas/i386/.

For the original test suite's license see the file COPYING.
