Include ARM files in ext/libpng17/CMakeLists.txt for ARM processors 
Needed when building atlas/zimtool.It fixes this error:
```

cc04523985 libpng: Patch out 100% opaque optimization. 
This optimization seems to work fine if you want RGB, but if you want
RGBA, it forgets to add the fixed values back.

See #14628.

6daa18cca0 Hack around #14628. The icon is distorted but at least no crash. 
Seems like a clear bug in libpng.
