cebcfb1bbd GPU: Use old frame when presenting a skip.
If we flip using a skipped frame, we may show an even older frame causing
weird flickering.

4b8d8c875d Qt: Remove old texture debug API.
No one's testing it and it's not the best way.  We have a better
implemented API and should use it instead.

20f9ae3114 Make sure UpdateCmdInfo is called "in sync" with settings changes. Fixes #9438.
(well, at least the software skinning part. not sure if there are more).
