c554f4e2b6 Allow restoring only settings, recents or controls to defaults.
Fixes #16381 , though could make even more granular later.

The only translation change was deleting one sentence from a longer
string - used Google Translate to assist me in removing the correct part
for a few of them, most were obvious. Hope they're all right.

I think there were some games where this would step in the middle of a
frame, but not seeing it commonly now.  So make it the default, but allow

063cd18254 Simplify CPU upscaling code
Use the existing expandTo32bit mode in the texture decoder instead of
the backend-specific switches and stuff.

Just gets rid of a bunch of redundant code and makes further changes
easier.

Fixes #15644

* Show a "toast" message on platforms that don't support opening a text editor, when you try to create/open a texture ini file.

* Avoid the need to ifdef around calls to SystemToast

* UWP buildfix (and some warning fixes).

And possibly libretro fix

3edf6ab0fa Config: Don't save --fullscreen unless changed.
This makes --fullscreen and --windowed temporary by using a separate
setting.  If the setting is changed explicitly, it begins saving it again.

4de217d3e4 GE Debugger: Cleanup vertex list redraw.
When you're scrolled down and it deletes items, it was previously
scrolling up an extra step, and not redrawing.  This tries to force

This blocks the UI, and we always get a message when stepping is actually
active anyway.  More importantly, we PostMessage() debugger state, so we

I think this is especially good for the Ge dialog since we now can avoid

8e15f755e6 UI: Add a sysprop for if the device has a keyboard.
Still left some ifdefs because of System_InputBoxGetString(), but
hopefully we can move away from them.  Some devices (like SDL) may only
optionally have a keyboard, so it's a runtime check.

6b76bcf070 Add new texture filtering "Auto Max Quality" that tweaks texture filtering for best quality.
It does this by enforcing mipmapping and minification filters, and
always autogenerates mipmaps and enforces anisotropic filtering for all
modes (if that's separately enabled).

This looks nice and flicker free in most games without any additional
tweaking, including GTA and Burnout which have long been painfully
flickery in the distance due to undersampling.

Needs a bit more testing before merge, maybe.
