sched: convert idle_balance() to cpumask_var_t.

Impact: stack usage reduction

Dynamically allocating cpumasks (when CONFIG_CPUMASK_OFFSTACK) saves
space in the stack.  cpumask_var_t is just a struct cpumask for
!CONFIG_CPUMASK_OFFSTACK.
