ide: make ide_dma_timeout() available also for CONFIG_BLK_DEV_IDEDMA_SFF=n
Make ide_dma_timeout() available also for CONFIG_BLK_DEV_IDEDMA_SFF=n and convert {ics,au1xxx-}ide.c to use it.
