a08f6e04d7 PCI: Documentation: fix minor PCIe HOWTO thinko

and not the non-existent "pci_module_init" API.

Create Documentation/PCI/ and move PCI-related files to it.
Fix a few instances of trailing whitespace.
Update references to the new file locations.
