Paul Bolle 9601cd1595 MIPS: DEC: remove unbuildable promcon.c ...

promcon.o is built if CONFIG_PROM_CONSOLE is set. But there's no Kconfig
symbol PROM_CONSOLE, so promcon.c is unbuildable. Remove it.
