Add an "ea_name" parameter to CIFSSMBQAllEAs. When it's set make it behave like CIFSSMBQueryEA does now. The current callers of CIFSSMBQueryEA are converted to use CIFSSMBQAllEAs, and the old CIFSSMBQueryEA function is removed.
