Vineet Gupta 5628832f4c ARC: [kbuild] Include Kconfig.binfmt 
commit "fs: make binfmt support for #! scripts modular and removable"
made support for #!scripts optional - thus need to include the Kconfig
file to get all relevant BINFMT_*
