Implement aggregation algorithm, combining more data into a single HSI transfer. 4 different traffic categories are supported: 1. TC_PRIO_CONTROL .. TC_PRIO_MAX (CTL) 2. TC_PRIO_INTERACTIVE (VO) 3.
