* Drop Python 2.7 support / Require Python 3.10

Only test on Python 3 and bump minimal required python version to 3.10.

* Update CHANGELOG

* Allow to install on Python 3.4

* State intend to not artifially raise the required Python version

The old API was a hack apparently, but it looks like GitHub Actions slowly gets less and less sketchy over time, and even goes as far as providing well-designed APIs.
