GenryTheFox 6d6d84eb61 Move the project to GenryTheFox0/Project-2099 ...

The previous repository was taken down, so every link built from it was dead:
release URLs in the installer channel, the raw.githubusercontent images in the
release notes, the publishing instructions and the six installation guides.

- tools/retarget_repository.py rewrites github.com and raw.githubusercontent
  links only; Telegram, Boosty, DonationAlerts and Patreon carry the same
  nickname but are separate accounts that did not move
- the release notes header now uses the Project 2099 logo instead of the old
  one, which is the image that was showing up broken
- the installer's embedded channel points at the new release URL
