hermes-agent d7e36340e7 parity: 133 ENet transport, snapshot replication, RPCs (ABI 4.27)

Re-ports reviewed-but-unmerged c5371e8 onto origin/main acc87d1.
ENet v1.3.18 transport (FetchContent, pinned tag+SHA256), snapshot
replication (channel 0 unsequenced, per-word delta + NAK-all resync),
reliable RPCs (channel 1), send-side loss injection. ABI 4.27 tail
(net_* + EngineNetTransformRow 48B) after the 4.26 upload tail
(next-unused-number rule: main reached 26 via #226 while PR #222
was green). C# ReplicatedAttribute + NetworkSession wrapper. Tests:
engine_net_replication + abi_layout tail pins (native + managed).
