John Smith 5435ce8de1 fix(ci): repair Benchmark Report workflow, add test.yml, update pyproject.toml ...

- benchmark-report.yml: add working-directory and sys.path fix so Python
  can find core/evaluation/reporting modules (was failing with ModuleNotFoundError)
- pyproject.toml: add core*, evaluation*, reporting* to packages.find.include
  so pip install -e . makes all modules importable
- .github/workflows/test.yml: new CI workflow running pytest (3.11+3.12)
  and smoke benchmark on PRs and pushes to main
- docs/ROADMAP.md: Phase 1-3 strategic roadmap from audit assessment
