7a8d2ad2bb
Adds WordPress nav-menu management as two dispatcher tools (menu-read / menu-write, 13 operations) mirroring the ACF pattern, an [emcp_menu] shortcode for live menus in custom HTML headers, and a self-contained PHPUnit test. Wired always-on in the registrar + bootstrap; CHANGELOG under Unreleased.
