Adds the emcp_tools_discovery_skills filter seam to the free EMCP_Tools_Site_Context, registers the Pro skill abilities outside the Elementor gate, requires the 2 new Pro classes in the loader, and folds the pro gitlink. list-skills/get-skill + a ## Skills discovery catalog.
