John Smith ed55dd01bb feat(ci): implement matrixed nightly CI/CD pipeline, ROCm resolver, and formula overhaul
- Add .github/scripts/resolve_rocm_sdk.sh with AMD TheRock 10.1.0a+ resolver and ETag cache
- Add .github/upstream-pins.json and .github/validation-specs.json for 15 managed packages
- Add .github/scripts/check_upstreams.py change gate emitting dynamic matrix
- Add .github/scripts/validate_bottle.py 3-tier validation harness and proof logging
- Add .github/scripts/finalize_run.py and .github/scripts/setup_ccache.sh
- Normalize and author all 15 formulas in Formula/ with explicit hardware variants and tests
- Author .github/workflows/nightly-matrix.yml and update .github/workflows/tests.yml
- Remove obsolete workflows (autobump.yml, build-bottles.yml, test-install-and-run.yml)
- Update README.md and add pytest unit/integration test suite
