- Add prepare-matrix job to centralize TheRock ROCm version auto-detection,
  chip-to-prefix mapping (gfx110X-all, gfx120X-all), smoke matrix generation,
  and commit hash resolution.
- Fix binary staging from server/build/ into dist/bin/ to match upstream CMake
  output directory behavior.
- Fix binary verification, smoke test runner filtering, and release packaging
  directory handling.
