Phase 1 / #17 remaining developer-publishing work: - push --base <manifest.json> reuses chunks already published and only writes/uploads changed content (content-defined chunking keeps the unchanged prefix); PushSummary reports new vs reused chunks. - push --branch/--depot record release branch and target depot in the manifest. - 2 new tests: delta reuse across an append, and branch/depot metadata.
