Improve vibration handling & minor cleanup.

- Add toggles for vibration on button press and release
- Use default system haptics rather than custom vibration effects
  - Remove vibration strength slider
- Add rumble pak strength slider (only effective on Android O or later)
- Remove unused .gitmodules entries
- Change all SDK version checks to use VERSION_CODES constants
