servo: Merge #20439 - refactor(websocket): do not borrow sender anymore (from kwonoj:refactor-websocket-send); r=jdm

Relates to #20438.

Per instructed, this PR aim to remove borrwing `Websocket::sender`, by explicitly injecting instance via ctor.
