servo: Merge #18421 - update mach.bat if use VS buildtool for Windows build (from tigercosmos:windowsBuild); r=larsbergstrom

Add path in `mach.bat`. If user only install VS buildtool, they now can use `mach.bat`
And therefore modify `README`
