servo: Merge #17142 - Move LRUCache to ArrayDeque crate (from kenan-rhoton:LRUCacheArrayVecDeque); r=emilio

We move LRUCache from using VecDeque to ArrayDeque to avoid using heap allocations.

This relies on the fix in goandylok/arraydeque#4.
