Bug 166412: ported NSPR to AIX 5.1. AIX 5.1 is the same as AIX 4.3 as far
as NSPR is concerned. Invented a new macro AIX4_3_PLUS to indicate AIX 4.3 or higher. Modified files: configure configure.in _pth.h prnetdb.c
