There are few things that are either Fennec-specific or don't work
currently under GeckoView w/ e10s under TestRunnerActivity. Disable
these so we can get some testing going in automation.
This also replaces 'isFennec' with the more correct 'is_fennec'.

Introduces a generation number in dom::base::Document as well
as a cached version of TabSizes we can Get and Set.
When the document is changed, the cache is invalidated.
This change improves about:performance speed by avoiding
a heavy recursive call on big DOM trees via GetTabSizes() calls.
If the page does not change, the cached values are returned.

`ProcessPriorityManagerImpl::ObserveContentParentCreated` could not be moved
due to using `do_QueryInterface` to cast from a `nsISupports` down to the
`ContentParent` object. This could be fixed to remove the interfaces entirely,
but I left that for a follow-up.

Let ActiveLayerTracker track individual transforms. (Will add
motion-path in the future.)
Besides, using a property set for transform and opacity is more efficient,
so let's change it. For background position, we use a different code path,
so we can have more restrictions in IsStyleAnimated.

"cmd_copyAndCollapseToEnd" is referred only by CopyPasteAssistent (even
including comm-central and BlueGriffon), but CopyPasteAssistent won't receive
"copy" command to send it.
So, it seems that we can get rid of a lot around CopyPasteAssistent but this
patch just changes the mapping in it ("copy" is mapped to "cmd_copy") and
removes command handlers of "cmd_copyAndCollapseToEnd" completely.

When Selection changed into an editing host,
Selection::NotifySelectionListeners() moves focus to the editing host.
In this case, we've scrolled to the focused element because it's our consistent
and traditional behavior. However, Chrome does not behave so. Therefore,
we should not scroll in this case for compatibility with Chrome.

The basic idea is to make non-initial about:blank fire
document-element-inserted notifications just like every other document. We
then ensure that there's a notification (initial-document-element-inserted)
that only gets fired once per window for documents that are in a window. This
notification is what webextensions use to inject into the document.
The old setup which injected into about:blank when its global is created gets
removed in favor of injecting the same way as into every other document.
The changes to Document.cpp are fixing a bug in the "block the parser" stuff
webextensions do. For about:blank, the blocking happens at a point when the
parser really has nothing else to parse (since it's parsing the empty string).
So the blocking is a no-op. But we do want to prevent DOMContentLoaded firing,
because otherwise the "end of document" scripts could run before we finish
doing the "beginning of document" work in webextensions. So we want to make
sure we block DOMContentLoaded, not just the load event.
