Change NULL to 0 in NS_RELEASE and NS_IF_RELEASE macros.
...
This is illegal C++ (at least on machines where NULL == (void*)0)
and breaks some compilers, issues warnings in others.

Removing static makefiles as a part of the transition to Autoconf. I have taken great

care to only remove makefiles affailiated with building nglayout. I have also verified that
the build at this point in time succesfully builds with autoconf.
If you must recover one of these makefiles, you can use the static tag STATIC_MAKEFILES.
