81025e5ec7 Bug 898558 - Rework the jemalloc heap memory reporters. r=njn 
Now we have the following hierarchy

  explicit/
    heap-overhead/
      bookkeeping
      waste
      page-cache (previosuly known as dirty)

In addition, heap-committed-unused-ratio is now known as heap-overhead-ratio.

2b0de653cc Bug 896124 - Implement a JS_Init() JSAPI function, to be called before any other JSAPI operations (except JS_SetICUMemoryFunctions) are performed, to centralize whole-engine initialization tasks. r=bsmedberg for the XPCOM bits, r=luke for the JS bits
