This was kept to support old xul addons. All mozilla-central usages
have been removed and now uses Loader.jsm to get access to this module.

Tab in an open menulist should close the menulist.
Previously, we were overriding the tab key in this case, which meant that the menulist remained open while focus moved elsewhere.

My preference was to annotate most of the failing tests with `fail-if` so that
if they start passing, the `fail-if` needs to be removed and they need to keep
passing. That doesn't work for tests that timeout, or which trigger failures
from their cleanup functions, however, so those tests need skip-if. And tests
with fail in their cleanup functions likely leave the browser in an
inconsistent state for subsequent tests, anyway, so really should be skipped
regardless.
There are some remaining tests which still fail because of crashes. I chose
not to skip them here, but to fix the crashes in separate bugs instead.

This patch updates tests and adds a new test. This new test will
ensuring the identity icon will load a correct image with different
circumstances. For example, it should load a secure lock image if it is
a https page, an insecure lock image for http page and a brand image for
chrome page.

This patch changes the anchor point of the protections popup to the
shield icon container. Also remove the alt key which is needed to
open the protection icon.
In addtion, this also makes these two popups are mutual exclusive.

This patch merges two icons, the connection icon and the extension icon,
into identity icon. And display differently according to the site where
it is. For the site needed to show a lock icon, it will show lock icon.
Otherwise, it will show a proper icon according to the page, such as a
brand icon for chrome page, or a extension icon for a extension page.

The installer for aarch64 Windows has exceeded the current limit. This new one

When we build mar, there is no reason not to build signmar as well. It
used to be optional because not all platforms were supported, but they
are now.
... except when building the newly added tools/update-packaging,
which builds the mar tool as a standalone thing, and building signmar
as well causes complications.
