widget/tests/scribble/Makefile.in:

- Link with -lpwcac -ldbm on all platforms, not just Linux, FreeBSD, and
SunOS.
- Correct linking order: $(PNG_LIBS) needs to be after -limg.
widget/tests/scribble/main.cpp
- Declare extern "C" for the XP_ReBuffer stub.
- Declare main to return int because it does return a value.

Removing static makefiles as a part of the transition to Autoconf. I have taken great
...
care to only remove makefiles affailiated with building nglayout. I have also verified that
the build at this point in time succesfully builds with autoconf.
If you must recover one of these makefiles, you can use the static tag STATIC_MAKEFILES.
