Removing static makefiles as a part of the transition to Autoconf. I have taken great

care to only remove makefiles affailiated with building nglayout. I have also verified that
the build at this point in time succesfully builds with autoconf.
If you must recover one of these makefiles, you can use the static tag STATIC_MAKEFILES.

Changed COLOR8TOCOLOR16 to an inline function that simply returns (color8 << 8) | color8. This properly maps 0xFF to 0xFFFF, etc.
