c9ba4b4c9d Fix for http://bugzilla.mozilla.org/show_bug.cgi?id=84882. Add a entry, windows 
only, the the advanced prefs panel. This is not a pref, but UI that has the
following semantics:

when the panel loads, if there is a shortcut in the windows startup folder for
turbo mode, the checkbox in the UI is set. Otherwise, it is clear,

when the user hits OK, if the checkbox is not set, the shortcut is removed, if
necessary. Otherwise, if the checkbox is set, the shortcut is added, if necessary.

a3ddc2fcd1 Implementing the mousewheel preferences. A new option has been added, "Use system default", which follows the OS 
default (on Windows at least) for the number of lines to scroll.  I also changes the default actions for the modifier
keys slightly.

82637879c0 Fix for bug 91721. The UI changed to use list boxes for both content packs 
and language packs. This is more consistant and approved by UE group.  Obsolete
packs are now displayed with (needs update) next to them and are unselectable
by the user.  This is done using a rule in the pref-contentpacks.xul file.
