Once networking starts tearing down, our attempts to use XHR to send pings
will fail. This might contibute to high intermittent send failures reported
in the wild. So let's not even try.
But, let's be sure to mention when we decide not to try so we can ensure the
numbers line up before and after.

This converts the majority of tests to the newer Async APIs. Some tests that are designed to only test the old APIs are moved to /legacy/,

In order to optionally report the full hash back to Google, we need to keep it
around in the callback. While a prefix is not the same as a full hash (multiple
full hashes can map to the same prefix), in this case, the callback will only be
called when the full hash matches.

This patch merges nsAtom into nsIAtom. For the moment, both names can be used
interchangeably due to a typedef. The patch also devirtualizes nsIAtom, by
making it not inherit from nsISupports, removing NS_DECL_NSIATOM, and dropping
the use of NS_IMETHOD_. It also removes nsIAtom's IIDs.
These changes trigger knock-on changes throughout the codebase, changing the
types of lots of things as follows.
- nsCOMPtr<nsIAtom> --> RefPtr<nsIAtom>
- nsCOMArray<nsIAtom> --> nsTArray<RefPtr<nsIAtom>>
- Count() --> Length()
- ObjectAt() --> ElementAt()
- AppendObject() --> AppendElement()
- RemoveObjectAt() --> RemoveElementAt()
- ns*Hashtable<nsISupportsHashKey, ...> -->
ns*Hashtable<nsRefPtrHashKey<nsIAtom>, ...>
- nsInterfaceHashtable<T, nsIAtom> --> nsRefPtrHashtable<T, nsIAtom>
- This requires adding a Get() method to nsRefPtrHashtable that it lacks but
nsInterfaceHashtable has.
- nsCOMPtr<nsIMutableArray> --> nsTArray<RefPtr<nsIAtom>>
- nsArrayBase::Create() --> nsTArray()
- GetLength() --> Length()
- do_QueryElementAt() --> operator[]
The patch also has some changes to Rust code that manipulates nsIAtom.

The VIDEO_CAN_CREATE_{AAC,H264}_DECODER telemetry expired in 58, but is still
useful I think as a gauge of how support for proprietary formats is changing
over time, and how ubiquitous support is on Windows N and K/N variants. So I
think we should extend its life.

XPCOM's string API doesn't have the notion of a "null string". But it does have
the notion of a "void string" (or "voided string"), and that's what these
functions are returning. So the names should reflect that.

This patch covers two cases when loading a favicon:
1. Get the request context ID of the document load group, when <link rel="icon"> is found in the page.
2. Use the top level document's request context ID when using the default favicon.
nsIHandleReportCallback, typedef of nsIMemoryReporterCallback, has been the
preferred name for a long time and is used in most places. This patch removes
nsIMemoryReporterCallback.

Vendor new dependency for compare-locales, python-fluent.
This is the 0.4.2 release of python-fluent.
Also, make mach command a bare minimum wrapper.
The compare-locales mach command used to own a couple of defaults
and opinions.
Now that those opinions and defaults are in the Makefiles, this
command can be much simpler. As a side effect, this should
make the thunderbird port easier, where none of the mach defaults
worked.
Update l10n.mk for compare-locales 2.x:
The command line interface is different now, with positional arguments.
Also, the l10n config file isn't a default anymore (that never worked
for thunderbird).
And the merge dir is now the parent of the locale dir, much like
we already anticipated in the code.

TelemetrySession schedules some activities on idle, to avoid hogging resources.
Sometimes we're forced to handle these situations on a more rigid timeline than
"wait for idle". In those cases we should cancel the idle timeout so it doesn't
double-perform the operations.
Unfortunately idleDispatchToMainThread doesn't have a cancel mechanism, so we
need to bolt one over it.

This patch makes sure |_updateSettings| carries over the attribution code,
if present. Without this patch the whole "environment.settings" section
is replaced and the attribution code disppears after the first environment
change/subsession split.
