Add an #if defined(__arm) check to tell jsdtoa.c about the (somewhat bizzare) endian-ness of the ARM architecture.

Fix for bug 4559. We would scroll the document to the named anchor target when a named anchor was clicked even when form data needed to get submitted. Now, we go ahead and submit the form data.

Fixed some broken status headers. Added Host: header by default. This was otherwise breaking (as in unsuccessful HTTP) for some sites that use virtual hosts and depend upon the Host: header.
