We try to load a data:font and apply to some text in the test case. In case
data:font is treated different origin, the font will not load and the
test would fail.

TrackBuffersManager::SegmentParserLoop() fails to compile in non-Unified mode
because some uses of SourceBufferAttributes::AppendState don't have the
SourceBufferAttributes:: prefix. So just add a typedef to make that
unnecessary.

FLAC_MAX_CHANNELS is used in FlacDemuxer and in FrameParser, so move it,
and all the other FLAC_{MIN,MAX}* #defines to FrameParser.h. The other
defines don't technically need to be there, but it's nicer to have them
all defined together.

In all of these cases the fixed buffer has the same lifetime as the string
object, so we can use nsAuto[C]String for simplicity.
For the 128-length ones in dom/xul/ I just switched to the default of 64 for
simplicity, because the choice of 128 didn't seem that important. (These code
paths weren't hit when I started the browser and opened a few sites.)
Finally, the patch also changes LoggingIdString to use
nsAutoCStringN<NSID_LENGTH>, similar to NullPrincipalURI.
This patch parameterizes nsAuto[C]String, renames them as nsAuto[C]StringN, and
redefines nsAuto[C]String as typedefs for nsAuto[C]StringN<64>.
(The alternative would be to templatize nsAuto[C]String and use a default
parameter, but that would require writing "nsAuto[C]String<>" everywhere.)
When a storage child actor gets the xpcom-shutdown notification, it releases
the actor singleton which asynchronously sends __delete__ to the parent and
destroys the child actor immediatelly. However, at the same time parent can be
sending a message to the child which results in a routing error since the child
actor doesn't exist anymore. The routing error causes a crash.
This patch prevents the race by doing the teardown in two steps. We send a
message to the parent DeleteMe and parent then sends __delete__ to the child.

ErrorEvent we never supported anyway until it was added recently to
match the spec. PopStateEvent is not supported by WebKit, Blink is
planning to try dropping support, our telemetry shows usage is
basically zero, and we never supported any way to initialize it anyway.
The changes to Document-createEvent.html and Document-createEvent.js are
taken from upstream. The other wpt changes are new in this commit.

The e10s tests were written assuming a world where ContentTask.spawn and
LocalStorage were both PContent. Also, that Quantum DOM labeling wasn't
something to worry about. These assumptions no longer held, resulting in
the test intermittently failing if all changes hadn't propagated via
PBackground to the tab under test by the time the ContentTask.spawn
state retrieval call made it to the tab's main thread.
This has been corrected by using "storage" events where already in use and
polling where not in use. Plase see the added comments for more details.
So we reduce the number of unimplemented methods in the sub-classes of MediaResource.

Note we remove the log in BufferingState::Enter() which prevents us from
removing ChannelMediaResource related code from MDSM. We can add it back
in the future after the refactoring.
