DOM's initEvent says that it must do nothing during dispatch. UI Events
says they behave the same as initEvent, so the legacy initializers
defined there also shouldn't do anything during dispatch. Previously we
only did this for initEvent itself, but other legacy initializers would
function normally during dispatch.
Edge passes the wpt test that's updated in this commit. Chrome passes
all but initCustomEvent. It would be nice to expand the test to have
coverage for all our legacy initializers, but the likelihood of
real-world compat issues from this behavior is slim enough that I didn't
think it was worth the effort.

The surrounding code in this file and elsewhere uses pairs of RangedPtrs
for iterators. While we're trying to modify nsString's iterators so
they're more like RangedPtr, it seems reasonable to go ahead and modify
this instance of nsString iterators to use RangedPtr directly for
conformity with the surrounding code.
Enable nsAttrValue::EnumTable to be initialized with enum. So, we could get rid
of the castings in EnumTable. Fix EnumTable initialization comment.
For those untyped enumerations, declare them with uint8_t, as to other typed
enumerations with type size larger than int16_t, force casting to int16_t.
Use {nullptr,0} instead of {0} to represent the last entry.

The new name makes the sense of the condition much clearer. E.g. compare:

with:
NS_WARNING_ASSERTION(!rv.Failed());
The new name also makes it clearer that it only has effect in debug builds,
because that's standard for assertions.

hasFeature() always returning true matches the current DOM spec. SVG 2
has removed requiredFeatures. Chrome has had both of these always
return true since 2014, and they seem to have had no problems.
Even requiredFeatures="" (empty string) now returns true, matching
Chrome.

StyleAnimationValue::ComputeValue(s) will automatically look up the style
context of the supplied element. This is mostly fine, but when we start using
this method in scenarios where we are building the initial style context
(as happens later in this patch series) it can easily land us in a situation
where we iterate indefinitely.
It would be better, instead, to just explicitly pass in the style context we
want to use, as we already do for StyleAnimationValue::ExtractComputedValue.
