108e062a3e Bug 418615 - Neuter the code which tries to reframe existing plugin instances when navigator.plugins.refresh(true) is called. Instead, only scan for new plugins, unload unused plugins. There were merges in configure.in and some Makefile.in. None had any
conflicts. I spot verified the Makefile.in changes and confirmed that
the changes did not touch any DIRS* variables.
