This patch makes Firefox's GTK3 platform support use GtkFileChooserNative when
available. GtkFileChooserNative transparently uses the desktop portals
interface, which enables Firefox to use native Qt file dialogs on KDE, or
sandboxed file dialogs in Flatpak.

Running rustc with an open fd 4 sometimes causes it to fail with an obscure
error when it tries to connect to a job server on that fd. Closing the fd
solves the problem.
close_fds does what we need, and is the default value in Python 3, but not
in Python 2.

This removes the old TRACKING_PROTECTION_EVENTS probe and replaces it with new
Telemetry events that record basic user interaction in the identity popup.
We are now measuring interaction with more elements than before, not just block/unblock.
We're also dropping the old way of measuring updates to onSecurityChange,
since with the recent changes to content blocking it would just record most page loads.

I removed the debug-only printf spew because I think this is superior.
