e26530837a Bug 1410733 - Minor cleanups to the callers of GetRequestedLocales. r=jfkthame 
Once we add fallback chain to GetRequestedLocales we can slightly improve the
locale negotiation for extensions. I made it tighter against just `en-US` because
in the future it is possible that RequestedLocales fallback chain will not contain
en-US in some scenarios, and it seems that for WebExtensions en-US should be the
last resort no matter what.

The other change is a fix to a regression I introduced when switching to LocaleService,
that somehow noone noticed.

6095257b3d Bug 1411363 - Update Cargo.lock files for Rust 1.22. r=froydnj 
Cargo 0.23.0-beta, included with Rust 1.22.0-beta.2, wants to
move the top-level package description out of the [root] section
of Cargo.lock and into a parallel [[package]] section.
Accept this update by temporarily running the build without
passing --frozen and committing the result.

This is accepted by the cargo versions included in the current
and previous stable rust releases, so it will work with all
supported toolchains.

c8a8cce6ad Bug 1381427 - Result width should often be constrained by the width of the location bar. r=mak 
This adds an end margin to the location bar search results that matches the end of the input field, unless doing this would be unbalanced with the start margin, in which case a symmetrical margin is chosen. This allows the location bar to be moved to the start of the navigation toolbar to reclaim space for results. This also handles gracefully other customization scenarios like having many icons on the right side of the location bar.
