a45d84adf5 Bug #214663 --> get rid of the region package in the installer because we don't need it anymore. 
There is no longer a US region pack getting packaged into the language pack (en-US-mail.jar).

This makes life easier for the localization folks.

11d14c549d Bug #256190 --> thunderbird.js preferences getting loaded before mailnews.js. Rename thunderbird.js to all-thunderbird.js 
to ensure that it gets loaded last since it has the final overrides for thunderbird.
