Sorry for the massive patch but I found it hard to split without
introducing a bunch of copies around...

This mostly makes necko and DOM agree on which strings to use, which
should result on less copies and conversions.

aa6bf5aefc Bug 1839319 - Add fetchpriority support for fetch() API. r=valentin,necko-reviewers,webidl,saschanaz,fredw 
This is to add basic fetch priority support. It introduces preference of
fetch priority adjustment as per to recent discussions. We need to refine the
fetchpriority mapping taking into account of destination, which will be
addressed in Bug 1881040.

In addition, this changes the relervant prefs type to atomic type to accommodate
the access of the prefs off the main thread in the worker case.

2f3b882374 Bug 1865728 - Reverse the check order in Fetch::SetBodyUsed r=smaug 
nsIInputStream can exist and then may later go away when the stream becomes unreadable (closed/errored). Since FetchStreamReader is created only when nsIInputStream initially did not exist, the current assertion may fail.

This patch now goes LockStream way if FetchStreamReader doesn't exist, regardless of whether nsIInputStream exists or not.

Sorry this is not a particularly easy patch to review. But it should be
mostly straight-forward.

I kept Document::Dispatch mostly for convenience, but could be
cleaned-up too / changed by SchedulerGroup::Dispatch. Similarly maybe
that can just be NS_DispatchToMainThread if we add an NS_IsMainThread
check there or something (to preserve shutdown semantics).

Before FetchInstance is created in the parent process, any errors should be propagated to the Worker.
This patch modifies the FetchService::NetworkErrorResponse() method to propagate the error to worker when PFetch is used.
To propagate the error, additional parameter FetchArgs is needed for FetchService::NetworkErrorResponse().
Since the propagation would only work when the FetchArgs is a WorkerFetchArgs, it gets a default parameter with UnknownArgs for other cases.
Here using UnknownArgs since it can meet errors while generating other types FetchArgs.
