Changed compile options for Neutrino/Photon
...
Changed test for NSPR Libs to assume they exist when Cross Compiling,
it used to assume they did not exist.
Added variables to prefix preprocessor, compile, and link commands,
example: "-Wall" can now be "-Wc,-Wall"

Separate the widget and gfx toolkits into two variables.
...
Instead of MOZ_TOOLKIT, we now have MOZ_WIDGET_TOOLKIT and MOZ_GFX_TOOLKIT.
There is also a new configure flag, --enable-gfx-toolkit which does what its
name implies.
The configure script should continue to work as before.
