Factor funky attribute parsing logic into a separate routine, ParseAttribute(), add callbacks to make SubstituteText() and IsAttrImpactedByVars() use this. Because of this, we no longer need to check for 'new' matches in InstantiationNode::Propogate() -- *all* matches should be returned.
