bf5fb48486 Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.

0ffbcbe2b1 Fixing bug 82827. Fixed the persistence problem with IMAP server type selection in mail account wizard. Added wsm_persist attribute to radio group items so that user selection persists. d9b3cae8ae Fixing bugs 76388, 79561. This fix introduces a generalized procedure to query a given server for it's offline support level. Offline settings item is added to AccountCentral based on server's offline capability. New checkbox item to make messages in the Inbox available when user works offline is added to IMAP offline settings panel. Offline items are hidden in AccountCentral and AccountManager for those ISPs who does not support this feature. Also, offline panel items have been grouped under offline and disk space sections. de70a2f2c7 fix for #65704. offline status indicators aren't changing. 
now the offline indicators in multiple browser, mailnews, msg compose, editor windows will
update when we go offline.  also, allow windows to 'jump in' before the offline state
changes so they can do certain tasks and allow the user to cancel the state change, if needed.
(important for mailnews).  there is still some work to do, but this is the bulk of it.

939312c7fa sr=rpotts. cookie/wallet r=morse, xmlTerm r=saravn@mozdev.org, mailnews r=mscott, activeX r=adamlock, everything else covered by the sr from rpotts. 15345. These changes remove nsIDocumentLoaderObserver.idl from the build, and all of it's implementations and registrations have been moved over to nsIWebProgressListener.idl and nsIWebProgress.idl respectively. there are two (78762, 78760) mailnews printing bugs that I overturned *before* landing this. 0c8e7b8b5f fix for #78372. get "mark thread as read" to work without asserting. 
we don't need to set the unread count on the thread, as MarkHdrRead()
will do the right thing:  find the thread for the header and adjust

83c92f04f4 fix for #77617. if you crash after creating an account (either through import, autosubscribe, 
or auto wizard) and we haven't saved prefs yet, you'll lose the account.
abstract how we "save" account changes, and then "save" after creation.

dc22cd49d9 fix #78289. if special folder prefs are not set, we can crash on saving 
drafts and templates.

if those aren't set, we use the default values specified in mailnews.js
