mimeTypes.rdf, remove the "Reset" button from helper app prefs, set up a way to

following semantics:

when the panel loads, if there is a shortcut in the windows startup folder for

necessary. Otherwise, if the checkbox is set, the shortcut is added, if necessary.

b4122b901c fixes for 13977 - make sure that 'Use Windows colors' shows up only on Windows, rather than on all platforms. 
While we're at it, make the integration of winhooks and mousewheel a little cleaner.
