Changed the debug/optimize setup to mimic the Mozilla setup.
Updated the irix target_os section to use the same logic as IRIX.mk in order to fix bug #18966 .
Fixed call of whoami inside configure.
Added mode & license headers.
Added the following options:
--enable-optimize
--enable-n32 (IRIX only)
--enable-64bit
--enable-mdupdate
