4b1f9242e4 Land RDF_19990617_BRANCH. Add Change() and Move() methods to nsIRDFDataSource; add OnChange() and OnMove() methods to nsIRDFObserver. Replace rdf_PossiblyMakeRelative() and rdf_PossiblyMakeAbsolute(); use NS_MakeAbsoluteURL() to create absolute URLs, when constructing relative, distinguish between 'name' and 'ref' sites (e.g., 'foo' vs. '#foo').
